Advancing peace and security sector reform through mental health

National Fair Outreach (NFO) partners with the United Nations Mission in South Sudan (UNMISS) to address one of the most underappreciated causes of ongoing violence in South Sudan: trauma, PTSD, and moral injuries within the security forces.

With the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS) advancing towards force unification, thousands of combatants are being trained to be part of the Necessary Unified Force without having any kind of assistance with the trauma, moral injuries, and stress they've been subjected to throughout decades of war.

Protection of Civilians

Trauma and moral injury suffered by security forces, when untreated, are directly connected with ongoing acts of violence, which sometimes include those perpetuated by members of the SSPDF. Psychosocial services represent a proactive investment in the protection of civilians.

Security Sector Reform

The work of NFO constitutes the "soft infrastructure" necessary for SSR, i.e., personnel who are accountable and psychologically healthy, complementing UNMISS' institutional support for the rule of law.

Civil Military Relations

Our programs aim specifically at developing better communication between the army and the citizens it is serving one of the pillars of R-ARCSS implementation.

National Dialogue and Reconciliation

The multi-disciplinary nature of NFO’s activities (legal, psychiatric, psychological and religious) helps establish the type of social contract advocated for by UNMISS.

Our Track Record with UNMISS

NFO is the designated NGO partner of RTNLA SCDVA and the Ministry of Defence and Veterans' Affairs (MODVA) for Mental Health and Psychosocial Support (MHPSS).

NFO participated in the 5th RTNLA SCDVA Workshop on MHPSS, held in August 2023 in Juba, with the assistance of UNMISS ROLSIS. This workshop involved 46 participants, including SCDVA, SCNSPO, MODVA, Ministry of Health, SSPDF High Command, National Prisons Service, National Women's Security Network, CSOs, and media. The workshop ended with the formal recommendation that NFO should continue to be empowered as the national partner for MHPSS, while the role of designing a dedicated training package on MHPSS for the security sector be assigned to NFO.

What We Are Seeking from UNMISS

  • Technical and convening assistance to continue dialogue between SCDVA, MODVA, and SSPDF on a national MHPSS program covering the years 2024 to 2028.
  • Assistance in expanding the MHPSS workshops and training for counselors in NFO’s MHPSS program from Juba to the states and the cantonment sites.
  • Collaboration on funding or referral for NFO’s MHPSS program for SSPDF, Veterans, and Organized Forces.
